Where can I get Shoretrooper Shards from

As the title says.....

I see that you can get shards in a Hard battle, but is there any other location? This is what I have him at so far:

He seems ok, but still lacking at 3* - Does the star rating make that much difference too him once I get him to a higher gear level and also max level?
