The quality of life update goes live on the 28th and so far it’s made no mention of moving FOE to shipments. Following the regular character release schedule he should be implemented. It would be nice...

They have never "pre mentioned" a toon being moved. Either we see it in the update or we don't.... just wait.
I think we are a little early to see him move out, but I didn't check the dates of his event.
