Wow really?
My unmasked has no CD mods and with offense up from FOO can hit on his special for over 30k.. Once at 7 stars gear 12 with CD mods that'll be close to 50k.
..and worthless? Maxed out with the health and protection regen he's a beast.
Advice? TAKE advice from folks who actually have both these characters near maxed or maxed. Check the FO discord channel for solid advice.
