Yoda takes a LOT of resources to farm. He SHOULD be dominant and/or powerful. You have to SEVEN STAR 5 characters and then beat his encounter. AND THEN gear him.
He should not have been nerfed. Some of the (most of the) decisions made do not take into consideration MONEY and TIME involved to put forth effort to have something like Yoda. They only consider the PVP ramifications.
