Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

Exaggerate strengths or shore up weaknesses. I go for the former and exaggerate what was already making the toon playable. The weaknesses get small buffs from the mods anyways.
