Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

Ok, I used a maxed unmodded Anakin (18.9k hp, 21.1k prot, 209 armor), and found that +5% protection (1057.6) is just slightly better than +15 defense (1001.3)
