Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

TLDR:
protection boosts tend to be better than def boosts.

Even though %def boost is relatively better than #def boost at higher HP and armor, what we get from #def boost tends to be better quality
