Yeah, those "calculations" are way off...

The top 100 in a level 80 bracket gets him.

No idea how many people will unlock him exactly, but it will surely be thousands upon thousands of people, maybe tens of thousands.

Looks like I'll be getting him + 50 shards. Do we know when the tournament will come back?
