Why are so many canon characters missing

There are several versions of many characters and several non canon characters which are kinda ridiculous compared to what the game doesn’t have. Why arent there key star wars characters like chancellor palpatine (light side) SL snoke, senator organa etc when theres a green bugs bunny and a million identical versions of some characters which feel repetitive?

It is Disney's restrictions on what EA can create and use. When it comes to ships and characters,along with hating everything they didn't create.

Palpatine would never be a lightside character. He can be dark side, but part of his kit is fooling enemy lightside units into thinking he's one of them.
