Or instead of releasing the most OP new toons with tournaments, they could have pre existing hard to get characters as a reward. This way many people know how awesome the character is beforehand, don't have to be in the top 20 just to stay competitive in arena, and if they don't make the cut off point it's not a huge loss because you won't have to wait 4 months before the toon is farmable. If they were to make this regularly it would get tons of new people who actually want to (not need to) participate and may speed up a farm if it's a character they were going for.
