Implementing a cooperative map with nodes based event that combined fixed prized tiers along with a tournament style leader board like marvels contest of champions would be a pretty straightforward and previously proven in other platforms way to reach a lot of the tournament goals.
It would also have the added bonus of creating guild v guild competition and encourage cooperation and team spirit withi guilds.
This kind of event could translate incredibly well to swgoh, and again would meet the goals of epic struggle, pvp competition, etc
