Why do Phoenix packs only give 25 shards?
Normally, a $20 pack gives you 80 shards and a $10 pack gives you 40 shards, so why do the $10 Phoenix packs only give 25 shards? Can a mod or dev please explain?

They don't disclose the chance rate for drops. Probably, cause they know how off-putting they would be, and they wouldn't sell nearly as many of the packs.
