The Sith rule of two from Darth Bane isn't a mathematical theorem, It is a philosophy of who should rule the Sith. Just like Jedi disobeyed the council, Sith disobeyed the rule of two.
Including Plageius who believed in the Rule of One
Also Plageius' master also had two apprentices ( Tenebrous)
According to canon, Sidious also wanted to follow the rule of one, not the rule of two.
In former canon Vader had an apprentice while papa palp had one, surely the 4 of them are still Sith even though they don't follow rule of two
