Why extremely rare event
To push you to buy now ? To let people who have full rebels teams get something that makes them feel special for awhile? I personally would have preferred if an empire team would have been the key...

Most of the playerbase have Rebels farmed. Least of the playerbase have empire toons farmed.
More toons got the Rebel tag and you are complaining that you don't have Rebel toons.
