Why is Hotsauce's HotUtils not against ToS?

Hotsauce's HotUtils is literally a bot you pay someone to use that logs into your account. How is that not against ToS?

HotBot is life that's why. Personally I think CG should take a few notes on how to manage mods the proper way from the guy who runs it. He has reached out to CG numerous times and they are WELL aware of him and his tool.
