Why isn't Darth Maul free to play yet?

@CG_Kozispoon is there a reason why he isn't free-to-play yet? I'm just kind of confused as to why Wedge, B2 and Kit became free now but not Darth Maul. Wedge and B2 were brought into the game after D...

We should probably stop with those Aoe stun. Palpy is already more than enough with this
