Why one datacrone is shining and another not?

Lvl9 is shining
But there is no character for it in the team so it is lowered to lvl8
But really it is lvl9, so it's shining

You are incorrect. If it were lvl9, it would display 9>8

For yours - yes
For enemy's - no. You just see their current lvl, not changes
