Not the highest priority, but not the worst for sure. E.g., Biggs's has a 1/3 chance to call STH on his assist. If STH gets the tm gain, he'll move next. This helps when you have a faster Biggs but slower STH. Again, not the best one out there by a long shot but not worthless. If you fight enough times, it will eventually win a few arena matches for you.
A lot of upgrades only give you marginal improvements (i.e., +5% damage,+2 speed) . But over time, they add up and can make the difference. After all, this is a game where having one toon with a +1 speed advantage means the difference between 90% win and 90% loss.
