Yeah, it's not bad at all. Just depends on your confidence in his survivability. Like his taunt has CD -1. Is it worth it if he doesn't survive the first taunt? Not really, just depends if you can keep him alive. More turn meter = more taunt uptime. Just depends if you think you can get the second taunt in, which you usually can with good gear and a party that can sustain him for a while (akbar helps with that against debuffers). I guess the argument is, the faster he generates TM, the quicker he'll lose aggro against the enemy. Still I find his basic useful as a tag move if nothing else. Good for dispelling foresight, that's about it. Same as Akbar. But at least it's a throw away attack that can dispel foresight I guess?
Also good for tagging counter attackers to generate more TM. More TM = more basics = more counters = more TM gain.
I feel like StH's Omegas are super useful outside of the arena which is mainly why I omega'd them. CD-1 for the taunt is great in raids, or if you want to use him multiple times in GW against teams that don't hit as hard as arena ones. Same goes for the TM gain. It's really useful for GW banking TM and it's helped me out a lot in the raids to get him to go more quickly and taunt again before the main cannon can swivel back around and shoot.
But for worst Omega?
My vote has to go to Veer's leader ability. Omega brings it from 26% offense to 30% offense for empire allies. Which is still straight up outclassed by Vader's 30% offense + 25% chance to remove 10% TM which isn't even an Omega'd leader ability. Of course now Vader's Zeta leader ability is much better but still.
