Zeffo - Legacy of the Sages

I'm a little confused on how this buff is supposed to work. 

At level 1 it says "Grant the target ally Boon of Eilram ..."

At level 2 it says "If an ally already has Boon of Eilram, grant Boon of Eilram and Boon of Miktrull ..."

I just did the Zeffo missions and I'm not getting the Boon of Miktrull.  In one mission I gave Rey the Boon of Eilram.  When Legacy of the Sages came off cooldown, I made sure she still had Eilram and then I used the skill on her.  She did not get the Boon of Miktrull, she only kept Boon of Eilram.

Is this not working correctly?
