Drop rate of zeta too low ? Taking months just to get one character a zeta ability

This game involves resource management. You have to choose what you want to do with the fleet store. Are ships most important to you? Zetas? Toons? If there's a particular zeta I want, I fast track it using the fleet store. If nothing is pressing, I switch to using it for ships and some toons that are only there.
