100% TM units
Recipe for disaster. With how many units "gain 100% tm" from whatever it may be... they don't actually gain 100%tm. It's next in line 100% tm. What happens if Vader kills someone with his culling blad...

Its possible for more than 2 characters to be at 100% TM at the same time, and yes, its RNG that decides who goes between any characters that are ready.
You could have a Vader use force crush, gain 100 tm from emp lead, and put someone below 50%, triggering an enemy Anakin, B2 and Biggs. 4 characters are now ready to go, and the game rolls the dice to see who actually gets to move.
Praise RNGesus harder if you want to go first.
