2 Seperatist ability upgrades that make no sense

The droideka ability more beneficial when maxed and Zeta'd bc it is meant to work in a GG droid team which all benefit from a massive tm gain loop and also the extra assist with the zeta makes him deal alot more damage more frequently. I cannot see any advantage to him staying at level 1.... by himself ok maybe but in that team with b1 assisting after every turn, gg and b2 adding TM as more target locks are inflicted, and droideka assisting and doing true damage the ability is much better when maxed.
