If thats the case - the in-game description of Vader's unique is incorrect. Written as each empire or sith ally gives a tempo boost. Which certainly is not you by your own. Need to send a bug report if you are 100% sure about this.
If it didn't count himself, the word "other" would have been used. On a full empire team led by EP, Vader gets +8 x 5 for 5 Empire, including himself. He also gets +8 × 2 for 2 Sith allies, himself and EP, for a total of +56 b4 checking for enemy rebels/jedi. WAI.
