Your best bet is Stormtrooper, since he is in cantina store every day, so it all comes down to how many cantina refreshs you use daily. He also has a few hard nodes on lower lvl's which will help you immensely. He will also be viable in Imperial Troopers team. Snowtrooper is nice and worth it, but he only has 1 hard node, he is irregular drop in guild store and has a cantina node, but you need to farm TFP there.
That was why I suggested Stormtrooper over RG and Snowtrooper in my guide.

I think I am not making myself clear on my question. I already was planning to 7 star stormtrooper.
This is the team I plan to 7 star for R2 event: Darth Vader, TFP, Stormtrooper, Tarkin, EP.
I think I can get all of then to 7 star EXCEPT I am not sure about Darth Vader. His shards have an extremely low drop rate in the fleet store!
So the question is....who could I substitute for Darth Vader?
