I went pheonix and never unlocked sabine. It seems that it helped people originally in the fleet arena to have her ship but I never got her and her ship. I have been happy without putting the resources to her but using it to get my followup arena team ready and also focus on my fleet described in this guide. I am now currently getting into top 10 with both arenas at level 77.
