It will also depend on what other mod challenge you can handle and how you do in arena, i have mostly farmed health mods so far (currently level 81) but thats mostly because i don't have the chars yet to get speed, critical damage or critical chance mods. But i don't think its a waste to farm health mods as you can use them on your fleet/TW/TB squads when your arena team finds better mods.
