They are there, usualy in bundles (2-3 refreshes in a row). Idk what a lot is for you, definitelly not each shop refresh.
On a side note - got bugged fleet shop - had 5x mk4 droid callers for 600 tokens. Fully crafted gear instead of salvages.
I'm still doing ok on my arenas. Getting top3 in squad arena daily and top1 ( if I actualy have time to play then) in fleet arena. Still not even close to even up the gap between us, because of phasma and qgj debacle, but getting closer. Waiting for those furnaces in shipments, still haven't seen any.
Thank you for the hint, I was also able to buy these mk4 droid callers for 550 tokens (5x).
I only had the chance to buy these furnaces once (midnight after the update) and still wait for a second appearance.
Slave/scimitar had a chance of each ~10% the week I took notes. Of 21 refreshes, both 2x scimitar and Slave. But last week I got much more.
