Lol. No. Ackbar fleet took meta from Thrawn when OG Falcon released (Thrawn was possibly below Tarkin/Geos and Mace Timeout at that point anyway). Held it until Negotiator and can still climb on many Nego fleets.

Thrawn is definitely useful. And since he is worth getting to Relic for squads unlike Tarkin, Ackbar and Mace, he has caught up to Tarkin and Mace in fleets again. But still tier 3 in fleets behind Ackbar, Malevolence and Nego.
