At max she would have 26797 with health primaries on her mods vs 23977 if you go with protection. When you add protection to HP it's 40284 with health primaries vs 43803 with the protection primaries.
It's not a huge swing in either direction but the extra health IMO isn't enough to be game changing. I'll stick with protection for now since you can actually lose the health bonus in the middle of a battle.
