Basically, when fights were faster and characters had lesser HP, his buff on the death of an ally was more significant and had a hand in changing the tide in a fight. now that fights are longer and HP is much higher, his buff is rather insignificant for the loss of an ally.
Also, while it takes a long time to kill, his AOE death effect takes a much longer time to proc now. and with the current dooku meta, it's too niche a condition to proc and easily ruined by the dooku lead RNG.
still has a nice HP at gear IX. basic attack is decent utility since it prevents taunt. but totally not worth the farm for his shards and his gear. he's one of the worst possible now. i didnt even need him to be OP, just decently viable like before would have been enough for me to want to max him out and try to make it work.
This pretty much sums it up. Anakin's AOE was barely useful before the protection change. Now it's so niche and so hard to land that Anakin's only as good as his basic attack.
I would love to see him get a DPS bump while adding a passive ability that adds to his turn meter whenever an ally is damaged. Make him a slow but hard hitting character that makes opponents think carefully about where they want to spend their turns.
