Don’t know where to go next

Don't worry about building up Yoda yet. You will naturally get him through the game. Nice job getting those phoenix up that will really help your development. Getting Hermit Yoda is a great Idea as well. 

I would go for the following things in the game: 

For your imperial team I really recommend getting Mara Jade. just get her to 2-3 stars and she's really useful with Palpatine. 

Immediately start to farm Bounty hunter and Bounty Hunter ships ! with an end goal of getting the executor. 

This will take a really long time. So in the mean time begin to build up a rebel fleet using the Home one, Bistan's U-wing, Biggs Darklighter's X-wing and  Ravens claw. Later add in Han's Millennium falcon. Getting a really good fleet is important because of crystal income. 

Make sure to still farm empire ships like tie bomber, Tie advanced and Tie fighter, these farms should fit great for an early empire team. 

Basically your going to want to get the following teams in the following order 

Empire Palp lead, Vader, Mara Jade(low star), Tarkin, Thrawn 

Rebel fleet team 1 Mon mothma (low star low gear) Bistan, Kyle katarn, Bistan, Biggs

Rebel fleet team, 2 Admiral raddus (low star low gear) Jyn erso, casein ardor, K2so, Scarif rebel pathfinder

Bounty hunters Basically just get the executor requirments (this fleet will eventually replace your rebel fleet)

CLS Squad, Command Luke Skywalker, Han, Chewbacca, C3po, Chiewpo 

After that I would work toward Jedi Knight Luke and then Jedi master Luke. 

Then transition to getting a republic fleet as the executor takes a really long time to star up
