Maul was a Sith assassin and never got proper Sith Lord training, thus he was not included in the Rule of Two.
Asajj Ventress was to be killed because she was becoming too powerful and thus adventured the RO2.
And yes, Maul is crazy vs Jedi teams :) with some flow, he can pretty much one shot the entire team himself, all in one turn.
