Anybody notice a lot of rex lead teams have horrible mods for speed?

I know my resistance team isn't good on defense even offense sometimes if I don't land a expose but based on some rex teams mods I've seen they would not be in the rank they are without him. I've seen...

This. Zaul is no different than Rex. SAss also makes slow mods good. So what?
