No, I said I looked back to rank 41 to see who could possibly be attacking me. When the ranks swapped I was 32, he was 31. Reading comprehension dude.

Read again. I'm not defending anyone. I'm not taking your side either. Not without proof of your story. Not as long as what you saw could have other explanations, than yours. Like it or not.
In the end all of that is completely irrelevant. The only thing that matters is that you can attack whomever you can target at any time you like - and so can the other guy. Your long story of what lead up to your situation is completely irrelevant. Battle it out. Negotiate a truce. It's all between you and that other guy.
Technically you can, but there's no practical reason to, the only reason to do it is to be spiteful, petty, and toxic.
