Anything I can do for a purposeful and malicious sniper?

A guy in my arena shard is literally waiting on me to move ahead of him in squad arena (refreshing so that he can attack me the instant I come out of a battle) and in chat said he'd specifically conti...

Be practical then, and solve it in-game. CG will do nothing for you. They may if the other guy is harassing you in the chat (I'm not sure), but as far as the arena goes, there's nothing CG will do for you. Your opponent is not breaking any rules. The arena is designed for battles and rivalry.
