Be practical then, and solve it in-game. CG will do nothing for you. They may if the other guy is harassing you in the chat (I'm not sure), but as far as the arena goes, there's nothing CG will do for you. Your opponent is not breaking any rules. The arena is designed for battles and rivalry.
There is no way to solve it in game. You can't stop a petty toxic person from doing whatever he can to ruin your day through gameplay There's a gap between fights you can take and he can initiate the fight faster than you can refresh by sheer number of clicks/taps it takes to get through.
