If he attacks, he wastes a battle for nothing and you simply repeat the process.
If he does not attack, you max jump next battle forcing him to use two battles to get you.
That's wasting my resources too though.
That is inevitable if you are unable to talk him out of it. Your only in-game recourse is to make it as costly an unsatisfying as possible for him until he gives up.
