Technically yes, but messaging someone is also legal, but a pattern of repeated messages can be harassment. So a pattern of negative behavior toward someone can also be harassment even if what they are doing is legal when it's not a deliberate pattern.

This is not harassment. ITS A COMPETITIVE GAME. You fight others in it. That’s what you signed up for. Football players are repeatedly tackled by opponents. That isn’t harassment. That’s a competition. Their agreement to be subjected to that behavior is implicit in their acceptance of that job as is yours when you download this app. So beat him and stop complaining. If he curses at you or threatens you then report him. Otherwise just try harder.

There's a huge difference between oh they attacked you once and they attack other people too and they sit there refreshing their match selection screen over and over and checking rankings watching for you to get in range to attack you then attack you wait for you to move ahead again, and then immediately attack you again, repeat, SINGLING YOU OUT SPECIFICALLY TO HARASS YOU.
Yes that's harassment.
It's the singling someone out and repeatedly doing it that's the harassment part.
You're thinking of this as this is a rational person who just attacks as he's legally allowed to do while climbing.
That's not what he's doing.
You're not grasping how juvenile and harassing it is to literally sit at the screen hitting refresh looking for your target to hit them repeatedly over and over until they miss their payout with the expressed desire to make someone miserable, not to play the game competitively, but specifically using it as a way to do a personal grudge.
Do you normally spam refresh waiting for a specific guy to get ahead of you so that you can attack them, and then they get ahead of you again you are already refreshing just waiting for their rank to change so you can hit them again? This isn't normal competitive play. He's not playing to win, he's playing to try and take someone out of the game.
