Jump just 1 or 2 spots ahead of him.
If he attacks, he wastes a battle for nothing and you simply repeat the process.
If he does not attack, you max jump next battle forcing him to use two battles to get you.

Like it or not, but if communication failed your best choice is sacrificing some of your earned resources until the one sniping you reaches the conclusion that it's not profitable to have a target on your back.
It's not like your 'sniper' is going to get banned or even issued a warning for attacking you at your PO.
You can keep debating whether it's fair or not and you can continue to get into an argument with anyone who tells you there is nothing wrong with you being attacked at any time,
or you can finally accept the situation and solve it as suggested above.
