Are debuffs evadable?

Every new kit has to have one point where "this effect can't be evaded" and it makes me wonder one of two things;
1. Does it mean even if thebattack misses the debuff still goes through the checks?
2. At this rate near every debuff is unevadable why not just hard code it into the game so every kit doesnt have "this effect can't be evaded"

  • Usually "this can't be evaded" verbiage is for something that is extremely vital to the character's kit. Jango Fett has two special attacks that deal debuffs - one can't be evaded, the other can't.

    There would be significant balance issues if all attacks and debuffs were unavoidable...and it would mean that evasion and Foresight become meaningless.
  • you cant evade dmg part of that attack, but the debuff can still be resisted

    You cannot evade debuffs but you can resist debuffs.

    You can evade attacks.

    An attack can inflict debuff and be unevadable but the debuff can be resisted. (Jango Fett's burning)

    An attack can be evadable but inflict a debuff that cannot be resisted. (KRU's basic)

    An attack can inflict debuff and be unevadable and unresistable. (Thrawn's Fracture)
  • You can evade an attack and still get inflicted with that attack's debuff . See Scavenger Rey's zeta.

    The problem is we’ve gone beyond being vital to a character’s kit and simply to it being an uncreative way to make a character more effective. It’s not vital that Nest has a basic that can’t be avoided. It’s not essential that Chewie last Furious Bowcaster. Its getting ridiculous.

    This is true but kind of misleading if you don’t understand what is going on. Unless it states otherwise (or is bugged, which has popped up numerous times), an attack that is evaded cannot try to inflict a debuff. Rey is a unique situation because her unique is the one inflicting the debuff, not the attack. The attack triggers the unique.
