Don't "wait" to farm somebody. If you want the character, start farming the necessary toons as soon as possible.
well, we had notifications for the Yoda and EP events one month ahead of time...
They are on rotation. The first time Palpatine's event came, it came with 3 or 4 days notification.
Same with Thrawn. Second time will be no different, just as it was with R2. So no, you won't be getting a notification this soon. You will get a week at the very most, which is nothing.
With that being said, you only need Phoenix at 5*. You won't be able to 6* and 7* him at your current level. You might be able to unlock him though.
