I feel like this is a big issue for my team currently. Not getting that first Wedge shot off can hurt a lot.
When everyone reaches 100% TM, it's a coinflip. If you want to try to better ensure you OHKO Chirrut, switch to a Boba lead. +50% crit damage is huge on the Biggs assist where everyone is going to crit.
