It is absolutely necessary if you are using her at high-level arena. The 50% armor penetration makes an enormous difference. Can't evade is essential with all the foresight out there now with JTR and BB8. Lastly, reducing the CD now lines up Whirlwind to be used immediately after Meditate, which greatly increases the AI use of her.
