Is a 3-star Baze viable? The way that a 3-star Shoretrooper is viable, for example...

I would expect most toons at level 80+, gear XI, 7*, omega-ed abilities, equipped with 5-dot mods to be quite beastly. :D
How does he compare to other similar toons at gear 8/9, level 75, 3/4*, 1-dot health mods with relevant 2nd stats etc etc? :)
