BB-8 'Illuminated Destiny' Cooldown - Bugged or WAI?

I am trying to understand why 'Illuminated Destiny' completely resets it's cooldown each GW node? I anticipated that it would follow the same logic as DN's cooldown, whereby so long as it is still on...

It does follow the same logic; DN's cooldown resets each GW node.
