BB-8 'Illuminated Destiny' Cooldown - Bugged or WAI?

Just to peak behind the curtain a bit, every time his teammates use specials they both gain BB8's buff, and reduce his cooldown by the number of toons that have the buff. Everyone in a Resistance squad except for RT should be spamming specials, and BB8 will give it to RT. So it should take one round of attacks to put it on everyone. Then every special used will drop it by 5 plus any exposes hit. At that point one round of attacks by your team will drop it by 20+ turns. I was getting ID off 3-5 times every topple against the tank.
