BB-8 'Illuminated Destiny' Cooldown - Bugged or WAI?

I am trying to understand why 'Illuminated Destiny' completely resets it's cooldown each GW node? I anticipated that it would follow the same logic as DN's cooldown, whereby so long as it is still on...

Like which? Most characters don't have abilities that start on cooldown for this to apply to.
