Like which? Most characters don't have abilities that start on cooldown for this to apply to.
The only two I know of is Nihilus and BB8.

How are they unfairly targeting any characters by making it so that abilities that start on cooldown start on cooldown in each node of GW? AFAIK, that's a universal rule, there just don't happen to be a lot of such abilities yet.
