Vader got 232 + 96 (5 jedi, 3 imperial, 4 sith * 8 speed) = 328
So if I'm not mistaken Vader shouldn't move first. And furthermore: Every jedi starts with tenacity up, making it harder to get the debuffs to hit in the first place. And the leadership only works if debuffs get removed, not if they get resisted.

Also, I believe this assumption is wrong, Vader has 232 speed + 8*5 for opponent jedi + 8*5 for ally 312.
Revan now has 292 speed + 5*5 for allies 317.

+5 Speed for each non-old republic jedi (GMY, GK)
3*10 + 2*10 = +40 Speed
Vader
+16 Speed for each empire sith (DV, EP)
+8 Speed for each empire only (Thrawn)
+8 Speed for each sith only (SIon, DN)
+8 Speed for each jedi (Revan,Jolee, Bastila, GMY,GK)
16*2 + 8*8 = +96 speed
